Our Leadership Team
President: Tony Banks
Tony is a Technical Consultant and Project Lead with Dominion Resources. He has worked in nuclear power operations and engineering, health physics, regulatory affairs and environmental assessment for over 30 years. He has served as a Safety Committee Chair, conducted industrial exposure investigations in both radioactive and chemical contamination, and has served on several national industry-related task teams to review and edit technical content, and to recommend industry response. Tony has graduate degrees in Public Health and Business Administration. After earning his CHMM in 1999, he became a founding board member of the Old Dominion Chapter – AHMP, has served in various board and committee leadership positions.
Vice President: Donna Watkins
Donna is currently the Environmental Manager at General Dynamics NASSCO. She has worked in environmental compliance since 1990 and has developed, implemented and audited several regulatory plans such as Spill Prevention, Control & Countermeasure (SPCC), Facility Response Plans, Hazardous Waste Contingency Plans, Storm Water Pollution Prevention Plans, and Integrated Contingency Plans. Donna also developed, implemented, and audited environmental management systems and pollution prevention programs.
She graduated from Spelman College in 1987 with a BS in Chemistry and a BS degree in Chemical Engineering from the Georgia Tech. Donna received her MS in Environmental Engineering in 1989. Donna received her CHMM in 2004.
Treasurer: Ted Pulchalski
Ted Puchalski is a Regional Manager employed by Potomac Environmental, Inc. (PEI). Mr. Puchalski has been involved in every aspect of transportation & disposal of hazardous waste and materials for over 20 years and works as a subcontractor for a variety of waste generators including pharmaceutical, foundry, metal finishing and plating, painting contractors, plastic and vinyl manufacturing and many others. Mr. Puchalski also manages remediation projects over the state that result in movement of waste in large quantities. Additionally, he provides turn-key lap pack services including segregation, packing, manifesting and transporting chemicals from laboratories. Mr. Puchalski provides training as required by DOT and OSHA 8-hour HAZWOPER refresher classes to his clients.
Secretary: Bill Street
Bill has set up practice as an independent health, safety and environmental compliance consultant (contracted back to his previous employer). In this new role, service specialties include professional testimony/witness; safety and environmental training and compliance audits, permit reviews, permitting and Industrial Hygiene evaluations regarding exposure to chemicals and other physical hazards. He has an MS in Chemical Engineering, Oklahoma State University; BS with double Major in Chemistry and Math with double Minors in the Computer and Engineering Sciences, Northeastern State College, Tahlequah, Oklahoma. Bill is a Registered Professional Engineer and a Certified Hazardous Materials Manager.
